सभागार, जमशेदपुर में दीपावली, काली पूजा एवं छठ पर्व के अवसर पर विधि-व्यवस्था संधारण को लेकर जिला दण्डाधिकारी-सह-उपायुक्त श्री अनन्य मित्तल एवं वरीय पुलिस अधीक्षक श्री किशोर कौशल द्वारा प्रशासनिक व पुलिस पदाधिकारियों तथा लाइन डिपार्टमेंट के साथ बैठक की गई। बैठक में एडीएम लॉ एंड ऑर्डर श्री अनिकेत सचान, एसडीएम धालभूम श्रीमती शताब्दी मजूमदार, ग्रामीण एसपी श्री ऋषभ गर्ग, सिटी एसपी श्री कुमार शिवाशीष समेत अन्य प्रशासनिक व पुलिस पदाधिकारी, अग्निशमन विभाग के पदाधिकारी, सभी डीएसपी, जुस्को के प्रतिनिधि उपस्थित थे। आगामी पर्व शांतिपूर्ण एवं सौहार्दपूर्ण वातावरण में आयोजित हों, इसके लिए प्रशासनिक एवं पुलिस विभाग की तैयारियों की गहन समीक्षा की गई। जिला दण्डाधिकारी-सह-उपायुक्त ने कहा कि जिलेवासी एक-दूसरे की भावनाओं का सम्मान करते हुए आपसी भाईचारा एवं हर्षोल्लास से त्यौहार मनाएं।
विधि-व्यवस्था संधारण में बाधा उत्पन्न करने वालों पर होगी कठोर कार्रवाई, सोशल मीडिया पर रहेगी विशेष नजर
जिला दण्डाधिकारी-सह-उपायुक्त ने कहा कि सभी नागरिकों की सुरक्षा जिला प्रशासन की प्राथमिकता है। जिलेवासियों से अपील की गई कि त्यौहार में धार्मिक उन्माद उत्पन्न करने वाले या अश्लील गाना न बजाएं, जिससे सामाजिक या साम्प्रदायिक तनाव किसी प्रकार से उत्पन्न न हो। सभी संबंधित पदाधिकारी एवं पुलिस पदाधिकारी को निर्देश दिया गया कि किसी भी परिस्थिति में मूर्ति विसर्जन जुलूस में डीजे के प्रयोग की मॉनिटरिंग सुनिश्चित की जाए। सांप्रदायिक सद्भाव को बिगाड़ने वाले शरारती तत्वों के विरुद्ध सख्त कार्रवाई करने का निर्देश संबंधित पुलिस पदाधिकारियों को दिया गया।
बैठक में पर्व के दौरान राजनीतिक दलों या प्रत्याशियों द्वारा चुनावी प्रचार-प्रसार के क्रम में आदर्श आचार संहिता का उल्लंघन नहीं होने पाए, इस बाबत पदाधिकारियों को निर्देशित किया गया। साथ ही उड़नदस्ता दल को सक्रिय और सजग रहने का निर्देश दिया गया। वहीं सोशल मीडिया पर भी विशेष निगरानी किए जाने की बात कही गई।
जिला दण्डाधिकारी-सह-उपायुक्त ने कहा कि दीपावली पर्व के अवसर पर पटाखों की बिक्री करने वाले दुकानों को लाइसेंस लेना अनिवार्य होगा। घनी आबादी वाले क्षेत्रों में पटाखों का संग्रहण न किया जाए। साथ ही, अत्यधिक ध्वनि प्रदूषण फैलाने वाले हाई डेसीबल पटाखों पर पूर्णतः रोक लगाने का निर्देश दिया।
छठ घाटों की ससमय साफ-सफाई, महिलाओं के लिए चेंजिंग रूम, छठ घाट में डेंजर ज़ोन चिन्हित करने, बेरिकेडिंग, सभी छठ घाटों पर नाविक और गोताखोर को टैग करने का निर्देश दिया गया। सभी नगर निकायों एवं जुस्को के प्रतिनिधियों को यह सुनिश्चित करने का निर्देश दिया गया कि साफ-सफाई समय पर करा लें, जिससे श्रद्धालुओं को किसी प्रकार की असुविधा न हो। भीड़भाड़ वाले स्थानों पर ड्रॉप गेट लगाने, छठ घाटों की ओर जाने वाले सभी पहुंच पथ को मोटरेबल बनाने, माइकिंग व्यवस्था दुरुस्त रखने, विद्युत पोल एवं रोशनी की व्यवस्था को दुरुस्त करने तथा सुगम यातायात व्यवस्था बनाए रखने को लेकर भी आवश्यक दिशा-निर्देश दिए गए। सिविल सर्जन को एंबुलेंस की उपलब्धता सुनिश्चित करने तथा अस्पतालों को आकस्मिक स्थिति के लिए अलर्ट रखने का निर्देश दिया गया। वहीं अग्निशमन विभाग को भी अग्निशामकों की तैनाती हेतु निर्देशित किया गया।
सुरक्षा के रहेंगे पुख्ता इंतजाम, मजिस्ट्रेट, पुलिस पदाधिकारी, पुलिस बल की रहेगी पर्याप्त तैनाती
वरीय पुलिस अधीक्षक ने बताया कि त्यौहार को देखते हुए सभी संवेदनशील स्थलों पर पर्याप्त संख्या में दंडाधिकारियों के साथ पुलिस पदाधिकारी एवं सशस्त्र बल की प्रतिनियुक्ति की जाएगी। गैर-लाइसेंसधारी पटाखों की बिक्री नहीं की जा सकेगी। वाहनों की सघन जांच करने तथा ट्रैफिक व्यवस्था दुरुस्त रखने के लिए आवश्यक दिशा-निर्देश दिए गए। प्रतिमा विसर्जन में प्रयुक्त होने वाले वाहन चालकों का थाना स्तर पर वेरिफिकेशन कराने के निर्देश दिए गए। काली पूजा को लेकर विसर्जन रूट का भौतिक सत्यापन किए जाने तथा थानावार छठ घाटों का अविलंब भौतिक सत्यापन करने का निर्देश दिया गया।
बैठक में सिविल सर्जन, जिला परिवहन पदाधिकारी, अनुमंडल पदाधिकारी घाटशिला, उप नगर आयुक्त जेएनएसी, अन्य नगर निकायों के पदाधिकारी, कार्यपालक अभियंता विद्युत, पथ निर्माण विभाग, सभी पुलिस उपाधीक्षक व अन्य संबंधित पदाधिकारी उपस्थित थे।
In the Collectorate Auditorium, Jamshedpur, a meeting was conducted by District Magistrate-cum-Deputy Commissioner Mr. Ananya Mittal and Senior Superintendent of Police Mr. Kishore Kaushal with administrative and police officials, as well as line department representatives, to maintain law and order during Diwali, Kali Puja, and Chhath. Additional District Magistrate (Law and Order) Mr. Aniket Sachan, Dhalbhum SDO Mrs. Shatabdi Majumdar, Rural SP Mr. Rishabh Garg, City SP Mr. Kumar Shivashish, along with other administrative and police officials, fire department officials, all DSPs, and JUSCO representatives, were present. The administrative and police department preparations were thoroughly reviewed to ensure the festivals are celebrated in a peaceful and harmonious atmosphere. The District Magistrate-cum-Deputy Commissioner urged residents to celebrate the festivals with mutual respect, brotherhood, and joy.
Strict action against those disrupting law and order, with special monitoring on social media
The District Magistrate-cum-Deputy Commissioner stated that the security of all citizens is a priority for the district administration. Residents were urged not to play provocative or obscene songs that might incite religious or communal tension during the festivals. All relevant administrative and police officials were directed to ensure monitoring of DJ usage during idol immersion processions. Strict action was instructed against miscreants disrupting communal harmony.
Officials were directed to ensure that no violations of the Model Code of Conduct occur during election campaigns by political parties or candidates during the festivals. Flying squads were also instructed to remain active and vigilant, and special monitoring on social media was emphasized.
The District Magistrate-cum-Deputy Commissioner mentioned that shops selling firecrackers during Diwali must obtain a license. Firecracker storage in densely populated areas is prohibited, and a complete ban was imposed on high-decibel firecrackers causing excessive noise pollution.
Instructions were given for timely cleaning of Chhath Ghats, provision of changing rooms for women, marking danger zones, barricading, and tagging boatmen and divers at all Chhath Ghats. Municipal bodies and JUSCO representatives were directed to ensure cleanliness is maintained in time so that devotees do not face inconvenience. Essential instructions were issued for placing drop gates at crowded places, making all access paths to Chhath Ghats motorable, ensuring proper miking arrangements, maintaining electric poles and lighting, and ensuring smooth traffic flow. The Civil Surgeon was directed to ensure the availability of ambulances and to keep hospitals alert for any emergencies. The fire department was also instructed to deploy fire-fighting personnel.
Robust security arrangements, deployment of magistrates, police officers, and sufficient police force
The Senior Superintendent of Police stated that, in view of the festivals, a sufficient number of magistrates, police officers, and armed forces will be deployed at all sensitive locations. Unauthorized firecrackers will not be allowed for sale. Essential instructions were given for thorough vehicle checks and maintaining orderly traffic. Verification of vehicle drivers used for idol immersion at the police station level was instructed. Physical verification of the immersion route for Kali Puja and prompt physical verification of Chhath Ghats by police stations were instructed.
The meeting was attended by the Civil Surgeon, District Transport Officer, Sub-Divisional Officer Ghatsila, Deputy Municipal Commissioner JNAC, officials from other municipal bodies, Executive Engineer Electricity, Public Works Department, all Deputy Superintendents of Police, and other relevant officials.
